Hit car and the other car drove off

I was involved in a hit-and-run incident in California. I collided with another vehicle at an intersection, and the other driver took photos of my license plate and driver’s license. He left his car in the middle of the intersection while he was on the phone, causing other drivers to honk at him to move. I suggested he pull over to the side so we could discuss it, but he just got back in his car and drove away. I managed to get a picture of his car in the intersection and my own vehicle next to the sidewalk, but I couldn’t capture any photos of his license plate or driver’s license. Unfortunately, I’m uninsured. What should my next steps be?
