Can I file a claim for this situation?

I used to have Geico insurance and was under the impression that I had collision coverage. However, when I backed into a pole and tried to file a claim, I found out that I didn’t have that coverage. After that experience, I switched to Progressive. It’s been about a year since then, and I’ve left the damage to my truck unrepaired because I thought I couldn’t claim for damages that occurred before my new policy started.

Recently, my sister accidentally backed into a pole, and while it looked like there was no damage at first, I noticed today that the plastic cover of my bumper had completely come off.
