Seeking Opinions on Fault

I’d like to gather some opinions regarding an accident I was involved in. I was making a right turn at an intersection with double right turn lanes, and I was in the second lane. A driver from the innermost lane turned and struck the rear passenger door of my car. Wouldn’t the other driver be at fault for failing to turn into the closest lane? What do you think?
