Is car insurance for a 16-year-old always this expensive?

I’m about to get my license as a 16-year-old guy, and after discussing it with my mom, we figured out that the best option for me is to get insurance as a part-time driver. The downside? The cost is $375 a month, which adds up to $4,500 a year. I’ve checked online (like on Reddit), and many people say their rates went up by about $2,000 a year. So why is mine so high? Is this normal?

I’ve completed driver’s ed and have good grades, and that $375 is already factoring in both those discounts.
